Is there anyway I can use a paypal account just to receive money and allow me to withdraw money WITHOUT having a bank account or credit card?

I think so, paypal would have to issue you a check or you would have to qualify for a paypal debit card.

You don't have to have an account to have a pay pal or to receive money to your pay pal. You can just withdraw it and pay pal will send you a check for a small fee i think.
