Just give everyone else the same opportunity. Why should hayward,perry jones, etc.. be able to and not tomas? Makes no sense, players don't decide on what position they are going to play. And if it is some stipulation you made up for him, make sure everyone knows about it rather than some blip on a draft note.

honestly i really dont care, but there are some loopholes to the restriction rule.
say a team does not to sign a pg or doesnt have a pg. THEN could the restricted player play pg. or do they have to play someone worse? Cause that's kinda whack.
