lol....did they have a legal roster when they were under? If they got under because they didn't have enough players the clock should not reset....I don't know if this was the case though.

To my knowledge, the Bullets did. The Knicks were under 12 players, but had they signed only rookie FAs, I think they would have been under the HC barely.
